astrocytoma

My husband had astrocytoma and it caused 2 partial seizures Our medical choices are limited. They removed the tumor 6 months ago and he is still on anti convulsents. His neurologist says he is an epileptic now and will likely be on them the rest of his life. My question is this: How can they say that if they don't take him off the medication and find out if he will have another seizure or not? I mean, if the seizure was caused by the tumor, and the tumor is gone, why is he labled an epileptic?
