my husband has a partial erection

I've never had an issue with sex with my husband until the past 4 years (married 5). He now has onset of a partial erection and sometimes ejaculates fast. it has caused a lot of problems in our marriage. I'm very frustrated, but I am also committed. he's young and I wonder if I will live with this for the rest of my life. this gets worse doesn't it? what's most frustrating is that after total forcing on my part he goes to the doctor and the doctor prescribes medication but my husband refuses to take any because of health risk. I have not had an orgasim in over 4 years. So you say do other things? my husband won't. I feel betrayed and I long for good or even decent sex. Any effective safe treatment out there?
